A Non-Penetrating roof (NPR) mount allows you to install a satellite dish without having to make any holes in the roof. This is recommended when installing satellite dishes on a flat roof with gravel or membrane.

The mount should be installed on top of a foam-base to prevent damage on the roof membrane (even if there is gravel on the roof, the membrane below can be seriously damaged if there is no protective base!).

You can use 8 x 16 or 4 x 16 cinder blocks to lock the base into position and prevent it from moving regardless of winds and other adverse weather conditions.
